BHA Updates Penalty Structure for Horse Welfare and Management

The BHA has introduced a more detailed, evidence-based penalty structure for horse welfare to ensure consistent sanctions for the management of racehorses.

  • The BHA has introduced a more detailed and evidence-based penalty structure regarding the welfare and management of racehorses.
  • The new framework classifies culpability and harm into specific levels to ensure consistent and appropriate sanctions when standards fall below expectations.
  • Developed after extensive industry consultation, the updated rules apply with immediate effect to all Responsible Persons.

The British Horseracing Authority (BHA) has announced significant updates to the penalty guidance concerning the welfare and management of racehorses. These changes aim to move away from previously narrow definitions, providing a more robust, detailed, and evidence-led framework for the Disciplinary Panel to assess cases where standards have fallen below the high expectations of the sport. The new structure introduces a three-stage process, beginning with an assessment of culpability—ranging from low-level lapses to high-level cruelty—followed by an evaluation of the harm caused to the horse, which categorises outcomes from minor distress to high-level injury or death. The final stage allows the Panel to determine an appropriate sanction based on these findings, while factoring in specific mitigating or aggravating circumstances.

These revisions follow a comprehensive period of engagement with industry stakeholders, including the National Trainers Federation (NTF), veterinary surgeons, and individual trainers. While the BHA maintains that the vast majority of training yards uphold excellent welfare standards, the new structure provides clarity for the rare instances where enforcement is necessary. It is designed to ensure that the moral and ethical duty owed to racehorses is protected through a transparent and consistent regulatory process. The Responsible Person is not required to take any specific action as a result of these changes, as the update primarily serves to refine the guidance available to disciplinary bodies.
